AccuTrans 3D is a very cheap software, only $20. It has lots of tools, including polygon reduction, but what I see as the most valuable feature is that it can convert between many 3D file formats. See the list here.
When converting, it respects the number of polygons and doesn't add unneeded information to the file, being a really accurate translation between file types.
You may see that this is the only one converter that can import certain file types with their texture and materials (for example VRML), and one of the few that doesn't alter the polygon count when doing that.

Of note: Accutrans is/was very popular with builders in Active Worlds due to it's ability to use and convert .rwx files. It also converts to VRML 1 & 2 and X3D, and is now incorporated into Vivaty Studio (Formerly Flux Studio, VizX3D, Spazz) so it will now handle different file types :-) And it is a GREAT price! Especially when compared to Polytrans or Deep Explorer.
Yes, I think Accutrans 3D is the best one, works for all that and for dozens of 3d file formats and as the name says, makes an accurate conversion.
If the authors of Accutrans may re-build their website to make it look more modern, and use a more modern style for icons, people may recognize its true enormous value over all those other programs.
